Developing Software Developer Skills by Integrating Artificial Intelligence

The ICT sector is a key driver of Kosovo’s economy, contributing to GDP, exports, and the creation of highly skilled jobs that reduce youth emigration. Despite rapid growth, the sector faces a shortage of qualified professionals and a gap between education and market needs. To address these challenges, the project “Developing Software Developer Skills by Integrating Artificial Intelligence” introduces a cooperative training program at NQF Level 5, integrating AI into software development curricula in line with European standards and national digitalization strategies.
The consortium includes UBT – International College for Business and Technology, Quantix L.L.C., and ALT Sh.P.K., based at Innovation and Training Park (ITP) Prizren. UBT ensures academic leadership and ICT expertise, Quantix brings innovation in AI, cloud, and product development, while ALT contributes experience in large-scale digital transformation and enterprise systems. Together, they create a unique ecosystem linking education, research, and industry.
The program consists of four AI-focused modules delivered over two academic years and repeated across three cohorts. Training combines 70% theory at UBT with 30% practice at Quantix and ALT, totaling 2,600 hours per cohort. In total, 80 students will be trained, with at least 18 directly employed in partner companies. Moreover, 28 teachers and in-company trainers will benefit from advanced training in pedagogy, AI platforms, and occupational safety.
Key investments include AI-enabled labs, modern training equipment, and updated facilities, ensuring sustainability and scalability. The program emphasizes green digital skills, contributing to the EU Green Deal and equipping students with both technical expertise and transversal competencies such as teamwork, problem-solving, and digital ethics.

RCF investments have been transformative for our institution and consortium, enabling us to address critical skills gaps in the ICT sector and to contribute directly to reducing youth unemployment in Kosovo. Through the financial support received, we have been able to design and implement the three-year training initiative “Developing Software Development Skills by Integrating Artificial Intelligence.” RCF funding has allowed us to acquire essential equipment such as AI platform licenses, AVR headsets, laptops, and smart boards, creating modern learning environments that empower students with both theoretical and practical skills. These investments have provided our trainees with direct access to state-of-the-art technologies, ensuring they are trained with tools that reflect current and future industry needs. In addition, the funding has enabled the development of comprehensive training modules and materials that combine Software Development with Artificial Intelligence, supported by specialized training for educators and trainers. Through advisory services on pedagogy, gender equality, inclusion, and sustainability, RCF investments have elevated our capacity to deliver inclusive, modern, and future-oriented education. Importantly, the partnership between our VTI (UBT) and the enterprises Quantix and ALT has been strengthened by RCF support. This cooperation ensures that students gain hands-on experience through internships and enterprise projects, bridging the gap between academic preparation and labor market demands. Already, the program is producing highly skilled youth, with the top 18 students offered employment opportunities as a direct result of the project. Overall, RCF investments have: Enhanced our training infrastructure and digital capacity. Increased the employability of youth by equipping them with AI and software development skills. Strengthened academia–industry cooperation for long-term sustainability. Advanced our ability to integrate green digital skills and inclusive education practices. For our institution and partners, RCF has not only provided financial resources but has also created a framework for innovation, inclusion, and sustainability. It has allowed us to transform an ambitious idea into a tangible program that directly benefits students, enterprises, and the wider ICT ecosystem in Kosovo.

Digitalisation and Training UBT has over two decades of leadership in digital transformation and training in Kosovo and the region. As a comprehensive institution with its own Smart City and 5G network, UBT integrates digital technologies across teaching, research, and applied projects. Through the EON-XR platform, UBT integrates immersive simulations into education and vocational training, covering sectors such as healthcare, engineering, architecture, and ICT. In AI, UBT has developed expertise through dedicated laboratories, research projects, and curriculum modules in Machine Learning, Data Analytics, and Intelligent Systems. Faculty and students apply AI solutions in projects related to smart systems, natural language processing, and intelligent automation, ensuring practical use cases alongside academic training. Innovation and Entrepreneurship UBT plays a central role in Kosovo’s innovation ecosystem. Through its Innovation Campus and collaboration with Innovation and Training Park (ITP) Prizren, UBT has built strong connections between academia, industry, and startups. It supports student entrepreneurship through incubation programs, mentorship, and access to laboratories for prototyping (e.g., 3D design, robotics, IoT, AR/VR). UBT’s researchers and students have successfully developed digital products and solutions, ranging from health informatics tools to enterprise applications, many of which are now being scaled in cooperation with local and international partners. Green Skills and Sustainable Development UBT is committed to sustainability and the development of green skills in line with the EU Green Deal and the UN Sustainable Development Goals (SDGs). The institution has an Environmental Management Systems certification (ISO 14001) and has introduced modules and training programs on energy efficiency, renewable energy technologies, sustainable urban development, and green digital skills. In the last academic year, Quantix hosted 12 trainees, providing 120 training days, allowances, and real project involvement, and has employed 15 former graduates in the past three years. With training capacity for 10 students, Quantix offers hands-on experience in product development (e.g., Ambra.App, Shqip.ai, Erudera, Insurex) and professional services, guided by a team of highly skilled in-company trainers. This cooperation ensures students gain practical expertise aligned with labor market demands, while strengthening the dual VET system.

Cooperation with Vocational Training Provider

ALT SHPK actively supports cooperative training in partnership with the VTI by offering structured on-the-job learning opportunities. The company provides up to 10 training places annually in its offices in Prishtina and Prizren, engaging trainees in real project development under the guidance of experienced trainers. Coordinated by Mr. Luftar Braha, ALT has conducted professional trainings for interns, its own staff, and VET institutions, including digital transformation modules with SmartBoard and AR/VR technologies. With a record of 97 training days and 10 trainees in the last academic year, ALT ensures cost coverage for trainees and has employed certified graduates. Its team of certified experts in digital transformation, software development, project management, and business analysis strengthens the collaboration with VTI, ensuring practical, industry-relevant experience for students.
